Launching m4.exe in a Windows (XP) CMD gives the following error:

RedBox: The procedure entry point __locale_mb_cur_max could not be 
located in the dynamic link library cygwin1.dll.

Nevertheless, m4.exe works well on my home installation (Win7) but this 
is apparently the same cygwin version (1.7).
