You have to check all used imagebases, of perl, its dynaloaded dll's,
and of the forked program.
ldd helps here.

Either you have one wrong, i.e. low <0x5000000 base (rebase or
re-install this then),
or one windows prog is using bases higher than 56000000.
MS IE or MS Office usually. Closing it usually helps.
