If you set 'tty' before starting 'bash', you'll see the same issue even using a plain console (cmd.exe). I'm assuming that's what you mean when you say "from the desktop" above. Actual terminals, rxvt, mintty, etc., will have the same behavior you saw with 'sshd'.
