Yep, that's it.  Here's an evil thing:

Pure evil.  Responsible parties will be shot!

Remove that.  Then, as long as you're not too attached to your current
installation, just bulldoze it and install again.  This time you'll be
using the right cygwin1.dll when your postinstall scripts are running.
You'll be much better off.  Again, you will need to run the
set-gcc-default-3.sh script that comes only with gcc4 (yes, I know, the
irony) if you want gcc to point to gcc-3.exe by default.
