GNUstep requires some patches to build correctly on Cygwin:

http://cygwin-ports.svn.sourceforge.net/viewvc/cygwin-ports/ports/trunk/gnustep/

Any questions about these packages should be directed to the 
cygwin-ports-general list, as they are not part of the distro.
