That recommendation harks back to a time when drives where accessed using
the // notation.  That was dropped in favor of the UNC notation
prevalent in Windows.  But UNC is a network path so anyone assuming
//<letter> was referring to a drive got a rude reminder of just how
slow things could get when searching the PATH with a network path in
it.  But the //<letter>-as-a-drive semantics haven't been supported in
Cygwin for years now.  So this is really an anachronistic warning now,
since probably no one remembers the old semantics anyway... [realizes
I've just been caught in my own paradox! ;-) ]
