I tried.  I followed the link from the text
For users who are still running one of these legacy versions of
Windows, see below (http://cygwin.com/#win-9x )
but that didn't seem to go anywhere, just showed the list of 1.7 and 1.5
announcements.  I clicked on that again just now, and finally saw the
text
Users of Windows 95, Windows 98, or Windows Me can obtain a legacy
version of Cygwin which still runs on these systems here
(http://cygwin.com/win-9x.html).

I also looked in the FAQ, no luck.

It might help if there were a bold headline above the text I couldn't
see, and/or
the first link went straight to http://cygwin.com/win-9x.html, and/or
if there were an FAQ entry about it.

Thanks for Cygwin, by the way.  It's wonderful.
