but it is a clue, it's a suspicious.  I said, in another installation
on another computer, the file permissions are all rwxr-xr-x in this
directory.  Both are cygwin1.7,  using same procedure of installation,
why there are differences?

Please check out the enclosed cygcheck.log file, there an output after runn=
ing:
$cygcheck -svr

I mean 'offline' won't be interrupted by network connection problems
