Just for the record, so that emacs users don't get confused, the current 
emacs and emacs-X11 packages in cygwin-1.7 don't provide an emacs.exe. 
The emacs package provides emacs-nox.exe, and the emacs-X11 package 
provides emacs-X11.exe.  There is then a symbolic link /usr/bin/emacs 
which, via /etc/alternatives/emacs, selects emacs-X11.exe if emacs-X11 
is installed and emacs-nox.exe otherwise.

This has nothing to do with your main point, however, which is that the 
emacs binaries are console programs.
