Using raw sockets is only allowed to administrative users since Windows XP or so. So Cygwin's ping is not very useful for a long time. When you're running under UAC, you don't have admin privs, unless you start the shell with "run as administrator". I still think we should remove ping from the distro. In its current form it's not very helpful.
