Clean install with cygwin directory and registry entries deleted
results in:

Mirror Error: Setup.ini signature
http://mirrors.kernel.org/sourceware/cygwin//setup.bz2.sig
from http://mirrors.kernel.org/sourceware/cygwin/ failed to verify.
Possible corrupt mirror?  Setup.ini rejected.

Subsequent installation attempts using the same mirror result in the
same error.  I checked a different mirror and did not observe this
error, but the cygreadline6.dll package was missing in the Lib
category, so cygwin will probably will not install correctly.  It
responded that the download was incomplete and returned back to the=20
"Choose A Download Site" window.

This is obviously related to the missing packages issue that has
been reported by several people in the past few days.
