Check to see if HOME is set as an environment variable in Windows.  Sounds
to me like the change happened outside of Cygwin.  Something setting this
outside Cygwin is what I suspect.  If you find it set there, just get rid
of it.  If that doesn't work or you're forced to make the change on the
Cygwin side, just edit the '/etc/passwd' file to have the proper path
for USER.  It should be easy for you to find the right spot in
'/etc/passwd' to make this change, given that you know the path you
don't want. ;-)
