  Wrong kind of URL; that's just the source repository.  The setup.ini URL is 
ftp://sunsite.dk/projects/cygwinports
and the cygwin-ports homepage is at
http://cygwinports.dotsrc.org/

  Yeh, without setup.exe to fetch the dependencies for you a manual install is
not always straightforward for all cygwin packages.

not always straightforward for all cygwin packages!
