forgive me, there was an entry in the windows registry which say to 
bash.exe to run in XP compatibility mode while the properties box say
no !

the entry was found here :

HKEY_CURRENT_USERS\Software\Microsoft\Windows 
NT\CurrentVersion\AppCompatFlags\Layers
C:\cygwin\bin\bash.exe REG_SZ WINXPSP2

now, uname -a is :

CYGWIN_NT-6.0 pcvista 1.5.25(0.156/4/2) 2008-06-12 19:34 i686 Cygwin
