This only works with files as they are created.  It won't work on
existing files.  It also munges the names so you won't be able to
read them as easily with non-Cygwin tools.  See
<http://cygwin.com/faq/faq-nochunks.html#faq.using.case-sensitive>
or the Users Guide for more details.
