It's also needed to build Octave extensions, but its headers are in the
wrong place.

Octave headers #include <hdf5.h>, meaning that they need be in
/usr/include, not in /usr/include/hdf5.  Debian's libhdf5-*-dev packages
also place the headers in /usr/include.

Could you please fix?
