The accidental promotion of still-in-development code.

If you WANT to use it prior to its formal release, then read the
cygwin-apps mailing list, download setup-2.exe (rather than setup.exe),
and it should work decently enough.  Of my two machines, I'm intentionally
running 1.7.0 on one of them, to help root out the issues so that it can
be prepared for final release hopefully sometime this year.
