Yes, and will be, until cygwin 1.7.0 is released (it will not work with
cygwin 1.5.x).

Nope.  The cygwin-developers list is mainly if you plan on helping develop
how cygwin 1.7.0 will behave, but is not a pre-requisite for using
snapshots.
