The reason is that I'm not math savvy enough to judge what changes are just bugfixes and to separate out the changes which are really necessary and which are just topping which I'd rather avoid for a bugfix release. Not from my point of view. The idea in 1.5.25 was not to have the latest newlib, just selected fixes.
