I am really struggling with this.  I have been playing and playing. I
now get no errors with cron_diagnose.sh, but I don't see any events in
cronevents (at least not lately) There were some with earlier attempts
on 8/30. I can see cron running when I do ps -e, but I edit my crontab
to perform a touch and it never hasn't. As I said I get no events in
cronevents, not even a start up message, I no longer see the edit events
when I edit crontab. I get nothing.

cronbug.txt shows that cron is running (launched today) but indeed there are no
recent events in the Windows log. Did you by any chance install syslog at some point?
Does /dev/log exist?

/var/log/cron.log is not empty (unusual). What does it contain? 

cronbug.txt shows the following cron event:
2007/08/30 14:01:01 [builder]  (builder) WRONG FILE OWNER (tabs/builder)
However that's probably fixed now
-rw-r----- 1 builder Administrators 395 Aug 31 10:38 /var/cron/tabs/builder

 The MAILTO=cronrun.log has no effect because it does not start with /
Was there any info in ~/cron.log or in /tmp/cronXXX files ?
