You didn't look hard enough then.  It is the fourth list on
http://cygwin.com/lists.html, between cygwin-talk and cygwin-announce.

And if you haven't noticed yet, your subject line has been added to the
filters of X-specific topics (even though .Xdefaults can also affect non-X
usage of rxvt).
