This is expected behaviour.  Cygwin doesn't provide NFS client code.
That would be the job of a kernel driver.  If you need an NFS client,
you could try the Microsoft NFS client from the Microsoft Services for
Unix package, if you have access to it.  I don't know if another NFS
client implementation for Windows exists, sorry.
