Looks like a path/permission problem to me.  Of course, if you actually
installed 1.7.0, you're working from a snapshot.  There's always the
possibility that the one you installed doesn't work.  But I'd be surprised
to find out that a snapshot had such drastic problems.  Can happen though.

If a snapshot was not what you meant to install, remove it, go to cygwin.com
and download "setup.exe" so you can install the current release.
