APR, a portability library, has been updated in the Cygwin net
distribution to version 1.2.8-2.

The sole difference to 1.2.8-1 is applying a tweak to the embedded
libtool, to solve an apache2 build error.

To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.
