i finaly get it to work!!

and my problem had nothing to do with cygwin nor ssh!
the server was just not working properly, so i ask a windows specialist
(my boss) to care about it, he removed a heaps of spyware and some
symantec stuff, then ssh-host-config did his job very well, and know
everything is ok.
