Assuming you just want to unrar, try the Rarsoft Add-on site. They
have an unrar dll, a console app unrar, and source code. The source
code includes a makefile for Cygwin GCC which works.

I don't think there IS code to create a rar file other than the
proprietary closed source shareware from rarsoft.
