First, it appears your installation is not complete.  Re-run
'setup.exe', step through all the pages (you don't have to change
anything), and see if that helps.  Please reboot if you're asked
(or were asked) to.  If that doesn't help, you need to run 'mkpasswd'
and 'mkgroup' yourself.  See:
