  Use setup.exe; on the main package chooser screen, find gcc-code and
whichever gcc-XXX languages you are interested in and check the tick boxes in
the 'src' column.  What you downloaded are dummy placeholder files because
'gcc' is just a category which contains all the sub-parts of the source in
separate per-language files.
