Autoconf is an extensible package of m4 macros that produce shell
scripts to automatically configure software source code packages.

This is a build enhancement update of the autoconf2.1 package, which
provides autoconf-2.13.

Changes (from autoconf2.1-2.13-1)

* switch to cygport build method
