Yes, localhost is in %SystemRoot%\System32\etc\drivers\hosts.

I think you're right:

$ ls //localhost/C$
ls: //localhost/C$: Given log. name not unique
$ nslookup localhost
Server:  mail2.siemens.de
Address:  139.25.208.11

Non-authoritative answer:
Name:    localhost.ww002.siemens.net
Address:  127.0.0.1

$

which is weird, I shouldn't have thought that nslookup return a positive
answer at all, and especially not a fully-qualified name.
