Open Console, then Edit | Settings.  On the Console tab/page, I
changed the shell to my Cygwin bat and the startup dir to my cygwin
dir, e.g.

Shell:  L:\cygwin\cygwin.bat
Startup dir: L:\cygwin

Then I simply fire  up Cygwin from Launchy and it opens with a cygwin
shell.  You can, of course, still open other tabs with Windows cmd
prompts in then.  Mix and match as you please.
