Use a 64-bit regtool. Um... which means you have to find a Microsoft 
version, or build your own that doesn't rely on Cygwin. That, or port 
gcc to Windows64. :-)

You could also investigate if there is a way to get around the 32->64 
indirections, but you would have to update regtool to use it.
