Thanks for the testcase, it was very helpful.  It took me a long time to
come up with a working patch, since I'm not exactly fluent in serial IO.
I have applied a patch to current CVS which seems to work identical to
Linux in all variations of VTIME and VMIN settings.  Please give the
next snapshot from

a try.
