Thanks for the snippy remark.  The fact is the packages weren't (note the
modal tense) acknowledged by setup.exe unless associated with an md5. 
You've succeeded at providing a sarcastic response to an easily addressable
part of my dilemma.

For the more challenging aspect, why won't setup.exe recognize all the
packages I've downloaded? (Not just a basic melange.)
