Well, untarring on Linux in itself wouldn't have been so bad, but you've probably used a Windows ftp to copy the files to your PC -- and that's where the problem lies. Cygwin's ftp would have understood Cygwin mounts, and placed all the files in /bin (which /usr/bin is an alias for, as far as Cygwin applications are concerned), though, of course, it too would not have been able to replace cygwin1.dll, for the obvious reasons.
