Hmmm.  That's good info though, it means that SetupInstaller.exe is able to
do its thing at least.  Reading the rest of the thread (and dusting off the
ol' grey matter archives) it's clear this is in fact (at a minimum) a
comctl32 version dependency issue.  I think I can still fix this without too
much trauma... tomorrow.
