This is because it's a cygwin package (as its name tells) usually 
provided by cygwin setup until it was deprecated. All applications using 
a package provided by cygwin distribution do not provide those 
additional packages : they just ask to the user to install those 
packages by cygwin setup.

Meanwhile, could someone tell where the cygcygip-2 package can be 
retrieved ? Goggle tells nothing.
