You beat me to the punch.  I was going to mention that I thought I'd fixed
this in the latest snapshot but I was running a long build on Win98 before
I announced success.  It was a very tricky problem to fix.

Basically, cygwin has been broken wrt signal handling for a few functions
for a couple of years.  Fixing that uncovered a Windows 98 oddity which had
gone undetected for years.
