Just an oversight.  I removed 1.5.19-1 and uploaded 1.5.19-2 which has
the mingw and w32api stuff removed.

As for the usr/etc directory, it is generated by `make install'
automatically and it's just an empty dir.  Maybe we should remove it,
but it's not that important, I think.
