Just a note, changing from 7.4.5 to 8.1.0 breaks Xemacs 21.4.17.

Somehow Xemacs depends on pq.dll which came with the old postgresql, the ne=
w one
only has cygpq.dll; why does Xemacs depends on postgresql?
