man bash, then look for FILES, and also at INVOCATION.  login shells
source /etc/profile, then the first existing of ~/.bash_profile,
~/.bash_login, or ~/.profile, so the only other thing to do is check if ~
is correct (on a new cygwin installation, you may have to run mkpasswd or
mkgroup before ~ will expand to the right thing).
