AFAICT, the above will not work:

    C:\>C:\cygwin\bin\rebaseall
    'C:\cygwin\bin\rebaseall' is not recognized as an internal or external command, operable program or batch file.

Instead, one can run "C:\cygwin\bin\ash.exe" from cmd/command and then
run /bin/rebaseall from the ash.
