I found this article. it references cyghttpd.dll that needs to be linked in. The article is old and I cannot find this dll in my installation. You may have to do some patching of the build script to account for this. If it does have a hard-coded reference to .so you should file a bug report with Apache because that kind of thing should usually be autodetected.
