You cannot install user mounts and then run system services, otherwise it will not see the mounts. It seems like you might have copied and pasted those steps from some website somewhere. That's precisely the reason why we recommend ignoring all such sites - they invariably give you misleading or wrong advice. (It would probably be a good addition for ssh-host-config to check for user mounts and bail or offer to remount them... this seems to come up a lot.)
