I can confirm this behavior.  It looks like a bug to me.  Cygwin's 
package is an unpatched copy of the upstream release, so I'd guess it's 
a problem with the official pkgconfig.  I'm not sure if there's a 
mailing list for pkgconfig, but the current maintainer is Tollef Fog 
Heen and his email is listed on this page:

http://cvs.freedesktop.org/pkgconfig/pkgconfig/ChangeLog?rev=1.99&view=log

I suggest reporting it to him (and let the list know what the outcome 
is, if a patch or update is forthcoming).
