Yes, I did. Did not help though.

However, I found a work-around:

1. Choose an FTP server from one of the mirror sites
2. Connect to it with your favourite FTP client as user "anonymous"
3. Download all the packages wanted to the local repository
4. Run "setup.exe" again and this time choose to install from the local 
directory. (Only works, if you have downloaded to your local directory once 
before. Otherwise you have to "guess" the directory structure of your 
repository.)
