"Trickier" was an understatement.  That was one of the most difficult
problems I've had in cygwin for some time.

I have checked in some changes which seem to make things work better.  I
am too tired right now to do extensive testing but I'll continue testing
tomorrow.  It seems to work ok with sshd and inetd, now, at least.

In the meantime, there is a snapshot available for any masochists
who want to give this a try.
