Well, for starters, you could use gdb on a debug snapshot of setup.exe,
and set a breakpoint in download.cc:do_download_reflector(), and see if it
ever gets to the PostMessage line (still giving the -5 command line
option).  If it doesn't, try to figure out why.

Unfortunately, there isn't a debug snapshot of the latest setup.  So, you
could instead build setup from CVS (by following the instructions at
<http://sources.redhat.com/cygwin-apps/setup.html>) and try the debug
sequence above.  Sorry I couldn't be more helpful, but as Max mentioned,
this isn't a common problem.  Hope this helps,
