Update.

I'm getting my mail.  Fixing permissions on the rc files and the mail
dirctories fixed it.

Remaining symptom:  Procmail will fail to lock (so says the log) then
coredump, leaving an army of temporary files in my Mail directory.

I'm invoking procmail from fetchmail.

I'm using the as-built locking behavior for fetchmail, procmail, and
mutt.

As far as I'm able to determine, all of my mail is being sorted
correctly.
