Thanks for testing.  I just realized that the 'test' phase I referred to 
was not, in fact, an official test phase.  It was "pre-test" because the 
  binaries were actually on my website, and NOT on the official cygwin 
mirrors.

So, I've now put cvs-1.11.5-1 on the official mirror system, marked 
'test' for the next week or so.  I'll re-announce this availability on a 
new thread.
